Since 2015 the municipality has removed over 130 unsafe and misfortunate homes leaving  safer and increasingly lulu neighborhoods in it's wake.Target AreaStellar CommunitiesIn 2013 it was spoken that Richmond had been awarded as a Stellar Community. Since that time theMunicipalityof Richmond has taken on several projects to focus on revitalization efforts in the city. Some of those projects are.Jack Elstro Plaza Completed in 2016 and  defended to  longtime Richmond CommonSteeringmember Howard "Jack" Elstro. Elstro served for 47 years on the steering and the Richmond Power & Light board. He was the longest-serving councilman in Richmond history and is believed to be the longest-serving municipality councilman in Indiana history. Since it's opening the park has been hosto concerts, plays, malleate shows, the yearly Richmond Ice Festival, and the Summer Farmers Market.MusicMunicipalityPlace   Opened in Spring of 2018 MusicMunicipalityPlace is an adaptive reuse of the historic YMCA at 50 N. Eighth Street. 50 units have been created for the purpose of senior housing. Located on the literal crossroads of America at the intersection of  National Road and State Road 27, the towers is a prominent, highly visible historic structure.Pedestrian and Bicycle Safety Improvements "The Richmond Loop"Slated to start summer of 2018, "The Richmond Loop" is designed to enhance the 7th and 10th Street corridor (connecting Main Street/downtown to the Depot District.) This will create a unscratched walkable/bike-able polity to encourage wellness, fitness and as flipside unique windfall that the downtown living offers. Installation of defended walking space, wanderlust space and vehicle accommodations are planned. In addition, traffic calming measures such as "bumpouts," rain gardens, lighting and directional signage will be installed.Downtown Renovation, FacadesStarting in Summer of 2018. This project will  positively impact Richmond's historic downtown. Investments in facades will help vamp spare businesses downtown. Facade improvements will initiate a renewed pride in Downtown as well as increase the tax base. 5 merchantry through an 80/20 grant match will be participating in this program. ‍‍Departmental Organization‍The Department is divided into four areas:Community DevelopmentCommunityMinutiaestaff serve the Richmond polity through various functions relating to development, growth and construction.  Staff secures grant funding for several municipality departments, administersPolityDevelopment Block Grant (CDBG) projects, as well as inform and educate the polity well-nigh how theMunicipalityfunctions and the work of various departments.  EconomicMinutiaeserves as staff to the Revolving Loan FundWorkbenchand Redevelopment Commission. Permits and Inspections Permits and Inspections staff issues permits, reviews minutiae plans, enforces the City’sTowersand Housing Codes, performs construction inspections, and provides professional services related to construction and minutiae of the City. As a public safety function, theTowersCommissioner and certified towers inspectors strive to insure the safety of all towers occupants through a rigorous inspection system.   Planning and Zoning  Planning staff coordinates annexations, zoning of property for residential and commercial use, and site diamond approval.
